About the Tiriti o Waitangi framework

The health sector’s Tiriti o Waitangi (Te Tiriti) framework expresses the Crown's obligation to supporting and achieving Māori health aspirations under Te Tiriti. This framework draws on the findings of the Hauora Report on the Health Services and Outcomes Kaupapa Inquiry (Wai 2575) and adopts an approach based on both the principles and articles of Te Tiriti. The Ministry of Health requires the health and disability system, and abortion services and providers to embed Te Tiriti o Waitangi into their processes and service delivery. Over time, the Ministry expects to see meaningful actions delivered by the agencies and providers responsible for abortion services that strive to eliminate health disparities for Māori in Aotearoa New Zealand.

To ensure our regulatory approach is underpinned by Te Tiriti we will continue to use the following principles.

Te Tiriti principles and articles to guide our work programme

The Ministry is committed to supporting a Māori world view of health and ensuring quality (culturally and clinically safe), equitable, and effective services for Māori. This includes:

  • improved access so that Māori can access the service in ways that meet their needs;
  • services that are provided in a culturally appropriate way that recognises and supports the expression of Māori models of care; and
  • expectation of engagement with Iwi.

Ngā Paerewa Health and Disability Services Standard

Ngā Paerewa Health and Disability Services Standard (NZS 8134) (Ngā Paerewa) is a guide to best practice for providers to deliver quality abortion services. The Ministry uses Ngā Paerewa as it sets out the minimum requirements for acceptable care and support within abortion services. 

Abortion services should provide for Māori self- determination and mana Motuhake, meaning services are person-centred and whānau-centred. Ngā Paerewa describes Te Tiriti outcomes statements and a suite of criteria that can be applied to achieve best practice abortion services provision to Māori. 

Sector guidance has been co-created with abortion sector stakeholders to support them in implementing Ngā Paerewa requirements. For further information, see sector guidance.
