About the Pae Tū: Hauora Māori Strategy

As part of the health system transformation a range of strategies have been developed to help guide our health system to achieve pae ora, healthy futures. One of those is Pae Tū: Hauora Māori Strategy. It has been produced by the Ministry of Health – Manatū Hauora and Te Aka Whai Ora.

Pae Tū: Hauora Māori Strategy guides health entities to uphold Te Tiriti and achieve Māori health equity, while the New Zealand Health Strategy takes a whole population focus and addresses broader systemic issues.

Pae Tū: Hauora Māori Strategy will guide the health system’s response to Te Tiriti o Waitangi and Māori health equity, alongside the New Zealand Health Strategy. Each strategy builds on and reflects Te Tiriti obligations, from its unique population perspective.

An interim step

Pae Tū: Hauora Māori Strategy is an interim step ahead of a full review and refresh of He Korowai Oranga, which will take place when the foundations of the new system are further embedded and Whakamaua: Māori Health Action Plan 2020–2025 is fully implemented.

Work programmes are underway for nearly every action in Whakamaua. The gains made to date are guiding us to pae ora and have shaped Pae Tū.

Enabling Māori health aspirations needs great effort across the system and partnership with iwi, hapū, whānau, and hapori Māori. The landscape we are now in provides a greater opportunity than ever before to achieve this, a once in a century opportunity.

Built from the foundations of Whakamaua

The foundations of Pae Tū: Hauora Māori Strategy come from Whakamaua. They are:

  • Māori exercising their authority to improve their health and wellbeing
  • ensuring the health and disability system is fair and sustainable and delivers more equitable outcomes for Māori
  • addressing racism and discrimination in all its forms
  • protecting mātauranga Māori throughout the health and disability system.

Five priority areas

Pae Tū: Hauora Māori Strategy focuses on five priority areas:

  • enabling Māori leadership, decision-making and governance at all levels
  • strengthening whole-of-government commitment to Māori health
  • growing the Māori health workforce and sector to match community needs
  • enabling culturally safe, whānau-centred and preventative primary health care
  • ensuring accountability for system performance for Māori health.
