These documents have been proactively released by the Ministry of Health on behalf of the Minister of Health, Hon Dr Ayesha Verrall.

The Medicinal Cannabis Scheme (the Scheme) was established on 1 April 2020 to improve access to medicinal cannabis products for New Zealand patients. Since the introduction of the Scheme, some unintended barriers with the Misuse of Drugs (Medicinal Cannabis) Regulations 2019 have been found due to evolving business models in the medicinal cannabis sector.  The proposed changes are intended to better support the economic and research opportunities within the Scheme.
