The health sector’s Tiriti o Waitangi (Te Tiriti) framework is embedded in Whakamaua: Māori Health Action Plan 2020–2025. This framework draws on the findings of the Hauora Report on the Health Services and Outcomes Kaupapa Inquiry (Wai 2575) and adopts an approach based on both the principles and articles of Te Tiriti. Manatū Hauora requires the health and disability system, and sterilisation service providers to embed Te Tiriti o Waitangi into their processes and service delivery. Overtime, Manatū Hauora expects to see meaningful actions by sterilisation service providers and their funders that strive to eliminate health disparities for Māori in Aotearoa New Zealand.
To ensure our regulatory approach to sterilisation service providers is underpinned by Te Tiriti we will continue to use:
- Te Tiriti principles and articles to guide our work programme. Manatū Hauora is committed to supporting a Māori world view of health and ensuring quality (culturally and clinically safe), equitable, and effective services for Māori. Equitable access so that Māori can access the service in ways that meet their needs. Services are provided in a culturally appropriate way that recognises and supports the expression of Māori models of care
- Ngā paerewa as a guide to best practice for regulating sterilisation provision. The Ministry will use Ngā paerewa as it sets out the minimum requirements for acceptable care and support within sterilisation services. Ngā paerewa describes Te Tiriti outcomes statements and a suite of criteria that can be applied to achieve best practice sterilisation services provision to Māori.
- Māori data and analytics. Manatū Hauora will monitor how services are delivered to Māori to improve health outcomes and achieve health equity. It will also provide Māori with quality information about their health status.
