How to add your overseas COVID-19 vaccinations to the CIR

You can apply to have vaccination(s) administered overseas added to New Zealand’s COVID Immunisation Register (CIR). This process may take up to 14 days.

As well as the Pfizer/BioNTech vaccine, 23 approved vaccines can be entered into the CIR:

  1. Anhui Zhifei Longcom – ZF2001
  2. Bharat Biotech – Covaxin
  3. CanSino – Ad5-nCoV
  4. Center for Genetic Engineering and Biotechnology (CIGB) – CIGB-66
  5. Chumakov Center – KoviVac

  8. Gamaleya – Sputnik V
  9. Janssen (Johnson & Johnson) – Ad26.COV2.S
  10. Kazakhstan RIBSP – QazVac
  11. Medigen – MVC-COV1901
  12. Minhai Biotechnology Co – SARS-CoV-2 Vaccine (Vero Cells)
  13. Moderna – mRNA-1273
  14. Oxford/AstraZeneca – AZD1222

Any overseas vaccination entered in the CIR is an administrative record, not a clinical record. It does not guarantee that you will be recognised as fully vaccinated in New Zealand, and it does not mean that you will be automatically eligible for My Vaccine Pass (for use within New Zealand).

How to apply

To apply to have your overseas vaccination(s) entered into the CIR you will need to send evidence to the Ministry of Health. You will need to send the following information to [email protected]:

  1. your full name (first name, middle name and last name)
  2. your date of birth (DD/MM/YYYY)
  3. evidence of your vaccination through a vaccine certification issued from the country where you were vaccinated, or an equivalent documentation. This documentation must contain the following information:
    • your name (first and last)
    • the name(s) of the vaccines you received
    • the country where the vaccine(s) were administered
    • the date the vaccine(s) were administered
  4. your National Health Index (NHI) number, if known
  5. your last address in New Zealand, if applicable.

Your vaccination record and evidence above must be in English or translated into English prior to applying.


By providing this information to the Ministry of Health you:

  1. acknowledge that you are providing the Ministry of Health with your personal details for the purpose of your application to have your overseas COVID-19 vaccines entered into the CIR. This includes providing any additional information to the Ministry of Health for the purposes of confirming your NHI number or to clarify any discrepancies in the information you provide
  2. agree to send any evidence requested as part of your application to allow the Ministry of Health to determine if your overseas COVID-19 vaccination can be entered into the CIR and acknowledge that failure to do so may result in your application being declined
  3. declare that all information you have provided to the Ministry of Health in your application is true and correct
  4. consent to your information being shared, in accordance with the Privacy Act 2020, with the District Health Boards for the purpose of facilitating the COVID-19 vaccine programme in New Zealand. 

If you are completing the application on behalf of someone else, you are declaring that you have the authorisation of the individual named in the application to do so.

Requesting My Vaccine Pass if you’ve had COVID-19 vaccinations overseas

If you’ve received acknowledgment that your overseas vaccinations have been added to the CIR you will be able to generate a My Vaccine Pass from Thursday 2 December.

The eight vaccines accepted for My Vaccine Pass, approved by the COVID Vaccination Technical Advisory Group, are: 

  1. Pfizer/BioNTech
  2. Janssen (Johnson & Johnson)
  3. AstraZeneca (Oxford) 
  4. AstraZeneca/Covishield (Serum Institute of India) 
  5. Moderna
  6. Sinopharm 
  7. Sinovac (CoronaVac)
  8. Covaxin (Bharat Biotech).

International Travel Vaccination Certificate

International Travel Vaccination Certificates only show details of COVID-19 vaccinations administered in New Zealand

If all your vaccinations were administered overseas, you can't request an International Travel Vaccination Certificate from New Zealand, even if you have entered these vaccinations in the CIR. You will need to request a certificate from the country that administered the vaccinations.

If you've received one dose of a COVID-19 vaccine overseas and one in New Zealand, your International Travel Vaccination Certificate will only show details of the dose administered in New Zealand. If possible. you'll need to request a certificate from the other country too.
