Preventing special patients, restricted patients and special care recipients, from leaving New Zealand without permission

This regulatory impact statement (RIS) was prepared for the Government's response to the Government Inquiry into the matters relating to the escape of Phillip Smith/Traynor. It provides an analysis of options for how to identify and prevent mental health special and restricted patients from unlawfully leaving New Zealand.

This RIS also considers how this issue applies to special care recipients with intellectual disabilities.
