In the first half of 2025, the Ministry of Health (the Ministry) undertook an extensive recruitment process for the re-establishment of the Health New Zealand Board. This process included open recruitment and identified a pool of suitable candidates for Board positions. Given the recency of that process, the Minister considered it appropriate to draw on the existing candidate pool rather than undertake a further public call for nominations.
For the Chair position, additional targeted engagement was undertaken to confirm candidate interest and availability in order to inform the Minister’s decision-making. Michael Schubert was identified through targeted search and consideration of candidates with relevant expertise. Dr Bryan Betty was identified through his existing sector leadership roles and prior engagement with the Ministry.
As such, the Ministry did not run a new open public nomination or advertising process for these specific appointments. Three candidates were interviewed in total, and these were the individuals subsequently appointed to the Board.
