Stage 2 Cost Recovery Impact Statement: Setting the alcohol levy aggregate expenditure figure for 2024-2025

In 2023, the Ministry of Health, with the support of Health New Zealand, commissioned Allen + Clarke, working with the New Zealand Institute of Economic Research, to review the use of the alcohol levy and its function under the new Pae Ora (Healthy Futures) Act 2022. The findings of the review informed advice to Ministers for the annual levy setting process this year.

This Cost Recovery Impact Statement analyses options to increase the aggregate alcohol levy amount for the 2024/5 financial year, and to establish new processes to ensure robust decisions into the future.
