This Cabinet material outlines the changes to the Psychoactive Substance Act 2013 so that large containers of nitrous oxide that are being sold as 'cream chargers' are regulated without the need to prove intent. The regulations provide an exception for large canisters supplied for manufacturing or industrial use.
