Vaping and other notifiable product annual returns filed by manufacturers, importers, distributors and retailers for 2023.

In 2023, revenue from the sale of notifiable products was at least $374 million. The figure is based on annual returns provided to the Ministry of Health by manufactures, importers and retailers of regulated products. It includes heated tobacco products but does not include smoked tobacco products. 

This is unlikely to capture all sales of products as some manufacturers, importers and retailers have not yet met the reporting obligations and there are some issues with the quality of data collection. It is not recommended to use this data for in-depth research and analysis due to these limitations. 

We are continuing to improve the process for submitting annual returns, including data entry and guidance.

Individual returns

The Ministry of Health received 2,570 returns for the 2023 calendar year. Returns are grouped by business type for ease of publishing. 

The return types are:

  • AVP (specialist retailer) – 516
  • AIS (internet specialist retailer) – 47
  • Notifier (manufacturer and importer) – 32
  • RPS (general retailer) – 1,975
