Sterilisation reporting

This page outlines what information is collected, what health practitioners need to report on and the reporting process.

Manatū Hauora is required to collect and report on sterilisation provision in Aotearoa New Zealand, under the Contraception, Sterilisation, and Abortion (CSA) Act 1977.
 
The Contraception Sterilisation, and Abortion (Information Collection) Regulations 2021 (the Regulations) are part of the CSA Act. They set out the new annual reporting requirements for sterilisation providers.

The reporting requirements for sterilisation service providers include:

  • Annual reporting: sterilisation service providers are now required to submit annual reports on 31 March each year (from 2022) for all services provided in the preceding year.
  • Online notification: in line with updates made to abortion notification forms, Manatū Hauora has now implemented an online form for notifications of sterilisation.

Sterilisation notification reporting

Under Section 8 of the CSA Act, every medical practitioner must submit data to Manatū Hauora for every sterilisation operation performed. It is a legislative requirement for notifications to be submitted within one month of the sterilisation procedure.

With regards to the Act, Manatū Hauora defines ‘operations of sterilisation’ to be all operations of sterilisation (male or female) carried out for the primary purpose of sterilisation (permanent contraception) or where sterilisation was the intent of the procedure.

Manatū Hauora has now implemented an electronic notification process for reporting of sterilisations. The new online notification form includes updated wording and additional information collection fields regarding access requirements and consent.

All providers are now required to use the online notification form for reporting of sterilisations. Paper reporting forms can no longer be accepted.

Annual sterilisation reporting

Under Section 5 of the Regulations, all sterilisation providers must submit an annual report on services provided during the preceding year ending 31 December. The annual report must cover service provision, service access, patient costs and refusal information.

Providers must submit their annual report to Manatū Hauora by 31 March. The annual report on sterilisation services provided during 2022 (ie for services performed between 1 January 2022 and 31 December 2022) is due on 31 March 2023.
