West Coast Partnership Group

Construction for the new Grey Base Hospital and Integrated Family Health Centre and Buller Integrated Family Health Centre is overseen by the West Coast Partnership Group.

The Group, which provides governance support for the project, was appointed by the Minister of Health and is made up of four independent members and the Chair of the West Coast District Health Board.

The current members are:

Hon. Clayton Cosgrove – Chair

Hon. Clayton Cosgrove is Director of Cosgrove and Partners Ltd, and consults to Boards, Chairs and CEOs of major corporate entities both within New Zealand and internationally in Government relations, regulatory advocacy, strategic communications and public affairs management, crisis management, assets protection, risk and issues management and media/investor and stakeholder relations. Mr Cosgrove was a Labour Member of Parliament from 1999 – 2017 and a Cabinet Minister from 2005 - 2008. He held a number of senior ministerial portfolios which included Minister of Building and Construction, Immigration, Associate Finance, Minister for Small Business, Rugby World Cup, Sport and Recreation, Statistic and Associate Justice. Prior to entering Parliament Mr Cosgrove held senior corporate and public affairs executive roles in New Zealand and internationally in the telecommunications and minerals industries.

Cathy Cooney

Ms Cooney is the Director of Kowhai Health Associates Limited – a health consultancy company offering a comprehensive range of services to both public and private sector healthcare providers. Ms Cooney was the former Chief Executive of Lakes District Health Board and oversaw the redevelopment of both the Rotorua and Taupo hospital campuses. She also has clinical knowledge and experience as a registered nurse and midwife.

Jenny Black 

Jenny Black was appointed as Chair of the West Coast DHB in December 2016 and is also the Chair of the neighbouring Nelson Marlborough DHB.

Terry Moore

Mr Moore is the Chief Executive of Southern Cross Hospitals – New Zealand's largest national private surgical hospital network. He has also held a number of financial and commercial roles in the public healthcare sector and is the past President of the New Zealand Private Surgical Hospitals Association (NZPSHA).

Trevor Wilkinson

Mr Wilkinson is the Founder and Managing Director of Belvedere Construction – a group of companies specialising in private sector aged-care since 1988. He has specialist and detailed knowledge in the construction and refurbishment of aged care, rest home and hospital facilities. Prior to founding Belvedere Construction, Mr Wilkinson worked on a wide variety of commercial projects, including group housing in the United Kingdom.

In addition, the Group also includes ex officio members representing the Ministry of Health, Treasury, and the West Coast District Health Board.
