Voluntary Bonding Scheme Terms and Conditions and Payment Application

Eligible health professionals who have registered and been accepted to the Scheme, and who have worked in an eligible hard-to-staff community, specialty or profession (abiding by the Terms and Conditions of their intake year) can generally apply for payments after three, four and five years.

COVID-19 Update for Scheme participants: Applying for payments via email

When applying for payments after three, four- or five-years’ service, we now recommend Scheme participants apply for payments online, via email.

If applying by email, the application form and supporting documents should be supplied in PDF (*.pdf) format and attached to a single email which should be sent to [email protected]

While we recommend that you email your application, if you must you may instead post your application and supporting documents to:

Voluntary Bonding Scheme
Ministry of Health
PO Box 5013
Wellington 6140

If you still have a student loan but your household is facing financial hardship due the impact of COVID-19, please describe this in your email/application and provide verification of your bank account and we will consider making any resulting payment directly to your bank account (noting that IRD may ask you to contribute some of it as a compulsory student loan payment at the end of the current tax year).

Terms and Conditions for the intake years are listed below, and forms to apply for payments after at least three years on the scheme can also be downloaded from this page. Please ensure that you consult the Terms and Conditions and use the payment application form that relates to your intake year.
