This review was established to provide recommendations on how health funding settings can best support Government policy and ensure a sustainable health sector.
What the review covered
The review looked at what funding arrangements are appropriate and how funding is allocated within the health and disability system. It also considered how the Ministry of Health could improve its internal review and prioritisation processes for Vote Health.
The review did not look at overall financing and institutional arrangements, such as the level of funding for Vote Health or the balance between public funding and private financing.
Management of the review
The Health System Funding Review was led by Dr Murray Horn, who has considerable financial expertise, public sector and health sector experience. The Ministry of Health provided administrative and secretariat support to the review.
