Summary

The Primary Maternity Services Notice 2007 (the 2007 Notice) set out the terms and conditions for payment to Lead Maternity Carers (LMCs) for providing primary maternity services.

Amendments were made to the Notice in 2012, 2016, 2017, 2018, 2019, 2020 and 2021.

The 2007 Notice continues to apply to care provided with a date of service prior to 29 November 2021, until one year following the date of service.

Maternity services provided on or after 29 November 2021 should be provided in accordance with the new 2021 Notice.

Primary Maternity Services Amendment Notice 2021

The Primary Maternity Services Amendment Notice 2021 was gazetted on 16 June 2021, notice number is 2021-gs2279. The amendment implements a 1.14% increase to the fees in the 2007 Notice for modules of care provided by LMC midwives. The new fee schedule will come into effect from 1 July 2021.

This 1.14% fee uplift is reflective of cost pressures adjustments as determined by Labour Cost Index and Consumer Price Index for the 2021/2022 financial year.

Primary Maternity Services Amendment Notice 2020

The Primary Maternity Services Amendment Notice 2020 was gazetted on 29 June 2020 (notice number 2020-go2803). The amendment implemented a 2.18% increase to the fees in the 2007 Notice for modules of care provided by LMC midwives. The new fee schedule came into effect on 1 July 2020.

This 2.18% fee uplift is reflective of cost pressures adjustments as determined by Labour Cost Index and Consumer Price Index for the 2020/2021 financial year. This represents only one part of the Budget 2020 funding for maternity services included in documents available on Treasury's website. The Ministry is unable to provide further details about additional maternity budget allocations until announcements are made by Ministers.

Primary Maternity Services Amendment Notice (2) 2020

The Primary Maternity Services Amendment Notice 2020 was gazetted on 28 September 2020 (notice number 2020-go4478). The amendment implements an increase to the fees in the 2007 Notice for modules of care provided by LMC midwives that recognise complexity and services delivered in rural areas. The new fee schedule will come into effect from 1 October 2020. The fee uplift will be backdated to 1 July 2020.

Primary Maternity Services Amendment Notice 2019

The Primary Maternity Services Amendment Notice 2019 was gazetted on 27 June 2019 (notice number 2019-go2897). The amendment implemented a 4.93% increase to the fees in the 2007 Notice for modules of care provided by LMC midwives. The new fee schedule was effective from 1 July 2019.

Primary Maternity Services Amendment Notice 2018 

The Primary Maternity Services Amendment Notice 2018 was gazetted on 28 June 2017 (notice number 2018-go3087). The amendment implemented an 8.9% increase to the fees in the 2007 Notice for modules of care provided by LMC midwives. The new fee schedule was effective from 1 July 2018.

Primary Maternity Services Amendment Notice (No 2) 2017 

The Primary Maternity Services Amendment Notice (No 2) 2017 contained two fee schedules. Schedule 1 was effective from 1 July 2016 and implemented a 2.5% increase to selected modules claimed by community LMC midwives. Schedule 2 was effective from 1 July 2017 and implemented a 6% increase to all fees claimed by community LMC midwives.

Primary Maternity Services Amendment Notice 2017

The Primary Maternity Services Amendment Notice 2017 implemented an increase of 2.5% applied to the fees in the Notice for certain modules of care provided by LMC midwives.

Primary Maternity Services Amendment Notice 2016

The Primary Maternity Services Amendment Notice 2016 (PDF, 134 KB) implemented the Budget 2015 increase of 2% applied to the fees in the Notice for certain modules of care provided by LMC midwives.

Primary Maternity Services Amendment Notice 2012

The Primary Maternity Services Amendment Notice 2012 (PDF, 29 kb) implemented the Budget 2012 increase of 2.5% to all fees in Schedule 1 of the Notice from 1 October 2012.

Primary Maternity Services Notice 2007

The Primary Maternity Services Notice 2007 was implemented on 1 July 2007.

The Primary Maternity Services Notice 2007 was the culmination of part two of a two part review. Part one of the review concerned a price adjustment, with new prices effective from 16 December 2005. Part two of the review focused on amending some service specifications, enhancing quality requirements for maternity services, and improving claiming processes. Some prices also changed as a result of service specification changes.

On 1 February 2007 the Minister of Health announced a further 9.2% increase in funding for primary maternity services provided under the Notice, effective from 1 July 2007. Most of the fees for LMCs and non-LMCs (except specialists) were increased, including fees that were increased in December 2005.

Second midwife services supplement

This Supplement outlines the criteria for provision and payment for second midwife services. It was replaced by the stand-alone Second midwife support services module on 29 November 2021 when the Primary Maternity Services Notice 2021 (the 2021 Notice) went live.
