Smokeless tobacco and nicotine-delivery products are a diverse group of products that are promoted as being potentially less harmful alternatives to tobacco smoking. They include: Heat-not-burn tobacco products, snus, moist snuff and dissolvables, and inhaled nicotine.

Government to establish pre-market approval system for smokeless tobacco and nicotine-delivery products

2 August 2017: The Government is planning to establish a pre-market approval system for smokeless tobacco and nicotine-delivery products (other than e-cigarettes). This follows a decision earlier this year to legalise the sale of nicotine e-cigarettes. These changes need to go through Parliament before they take effect. This will likely happen during 2018 alongside changes to the way e-cigarettes are regulated.
